2006 USODA Team Trials Preliminary NOTICE OF RACE Bellport Bay Yacht Club is proud to host the
2006 USODA
Team Trials. The 2006 USODA Team Trials will be held from May 3rd through 7th, 2006. The venue will be at Bellport Bay Yacht Club, at the end of 2.
Organization and Rules 3.1 Competitors are required to be current members of the USODA and have been born on or after 3.2 All competitors must be “Team Trial Eligible” as defined by the USODA and be listed on the Team Trials Qualified (TTQ) lists at www.usoda.org or be invited by the President of USODA. 3.3 Competitors must have paid the $100.00 (plus late fees, if any) 2006 Team Trials Registration Deposit directly to USODA in accordance with USODA’s policy regarding such deposit. 3.4 Competitors must have completed all parts of the registration form and submitted it to the 2006 USODA Team Trials; Bellport Bay Yacht Club, P.O. Box 407 Bellport, NY 11713, together with all fees, postmarked prior to April 14 (or with late fee, no later than April 28, 2006). 4. Format of the Regatta In the event there are more than 80 competitors, the fleet may be divided into divisions.
6. Racing The racing area will be 7. Course The Course will be the Optimist Trapezoid with a gate for the leeward mark. 8. Scoring 8.1 The Low-Point Scoring System, RRS Appendix A, will be used. 8.2 The regatta will consist of up to 15 races. 8.3 All competitors will have their worst score discarded when six races have been completed and two races discarded when 11 races have been completed. 8.4 One race is required to complete the regatta. 8.5 In the event divisions are established, a race is not completed until the complete set of divisions have completed a race. 9. Sailing Instructions Sailing Instructions will be available online and at the onsite registration. 10. Protests Boats are not exempted from displaying a red flag according to the second sentence of RRS 61.1(a). A boat required to display a flag shall do so until it is no longer racing, and shall inform the Race Committee of the boat being protested immediately after finishing. This instruction amends RRS 61.1(a). 11. Personal buoyancy Each competitor must wear a US Coast Guard approved personal flotation device (PFD), properly secured at all times, from dock to dock, unless when temporarily adding or removing clothing. Wet suits, dry suits and inflatable PFDs do not constitute adequate personal buoyancy. Failure to wear one will result in a penalty up to and including disqualification. 12. Safety 12.1 A whistle must be attached with a line to clothing. Competitors not complying with this instruction shall be given a penalty of five (5) points for each race in which they have failed to observe this instruction. 12.2 Parents/guardians are responsible for the safety of the sailor. It is the responsibility solely of the parents/guardians of the sailor to decide if the sailor should sail in the weather and sea conditions that might arise during the event. Parents not personally attending any part of the event must ensure that another adult is authorized and designated to make these decisions for their sailor. 12.3 A morning and evening sailor safety check-in procedure will be required. Failure to comply by the procedure will result in a penalty of (5) points for each race sailed the day of the infraction. 13. Support boats 13.1 It is the intention of this provision that each sailor shall have a support boat on the course. 13.2 One coach boat for each ten sailors from a sailing program shall be registered (for example a program with eleven sailors would be allowed to register two coach boats.) All registered boats shall prominently fly a designated flag from a staff, supplied by the Race Committee, at all times while in the water. Registered coach boats may enter the corridor from the starting line to the finishing line according to the Sailing Instructions. 13.3 Registered safety boats shall fly a flag with a number from a staff, supplied by the Race Committee, at all times while on the water. Safety boats shall patrol the perimeter of the course. 13.4 All other boats must stay outside the course area at all times. 14. Measurement 14.1 Competitors are allowed to use only one hull, daggerboard, rudder (with tiller and extension), mast, boom, sprit and sail during the regatta. Substitution of such equipment shall occur only with the Protest Committee’s approval. 14.2 Equipment previously measured and stickered at any USODA event including sails will be subject to a safety check. Only non-stickered equipment and unstamped (by USODA) sails will be measured. Each competitor will be required to sign a statement attesting that any previously measured or stamped equipment and or sail has not been modified since the date it was measured or stamped. The organizing authority reserves the right to measure any equipment at any time. 14.3 All boats must pass through a safety check prior to launching for the first race of the series. 14.4 There may be measurement on the water following each race. A number of boats may be spot checked after finishing the race. 15. Liability Participants compete in the regatta entirely at their own risk. A waiver must be signed by all competitors and their parent/guardian. 16. Entry fee 16.1 The early entry fee will be US $150.00 ($145.00 with proof of current US Sailing membership) if payment is postmarked on or before 16.2 On site registration will not be permitted. 17. Trophies Awards will be presented to the top 15 finishers. Additional trophies or prizes may be awarded at the discretion of the organizing authority. 18 Designated Adult 18.1 Each competitor shall indicate in writing a parent or adult representative that shall be responsible for the competitor throughout the event. 18.2 It is the competitor's parents (or designated adult) decision to enter the regatta and to start or continue any race. The adults supervising the competitors are ultimately responsible for the risks. 18.3 The designated adult will accept full responsibility for all actions of the competitor during any activity related to the event. This includes on-shore activities before, during, and after the regatta. 19. International Team Qualification Qualification for international teams will be in accordance with the selection criteria established by USODA and posted on the USODA web page at www.usoda.org . In the event of a tie that cannot be resolved by use of the racing rules governing this event, the finishers who tied shall have the time between the posting of the final results and just prior to the commencement of the award ceremonies to decide the order of finishers between themselves. In the event the tied finishers have not agreed on the order of finish, the matter shall be decided by the single flip of a coin by the PRO. In the event no races are completed at the 2006 USODA Team Trials or if the Executive Committee of the USODA Board of Directors concludes prior to the start of the first race that a substantial percentage of the registered sailors cannot attend or otherwise participate in the regatta for reason beyond the control of the Bellport Yacht Club, the USODA or the registered sailors, then the order of finishes (with first place to receive the first invitation, etc.) of those sailors from the 2005 USODA National Championship who , (a) are current members of USODA, (b) registered for the 2006 USODA Team Trials, and (c) whose age permits them to sail in USODA events in the same year as the events for which teams that are being selected are to occur, shall serve as the basis for selecting the individuals to be invited to join the USODA teams otherwise to be selected on the basis of the results of the 2006 USODA Team Trials. All sailors should understand that the USODA reserves the right to amend this policy at any time including the time between the end of the 2005 USODA National Championship and the 2006 USODA Team Trials to implement an alternative basis for the selection of international teams should the finishes at the 2006 USODA Team Trials not be deemed suitable for selection. Sailors do not have a vested right with respect to the selection of the internationals teams based on their finishes at the 2005 USODA Nationals.20.
